THE CONSTITUTION OF UGANDA NATIONAL ENGLISH LANGUAGE TEACHERS’ ASSOCIATION (UNELTA) 2011

CHAPTER ONE:

ARTICLE 1:   NAME OF THE ASSOCIATION 

  1. An association called Uganda National English Language Teachers’ Association (UNELTA) is hereby established. UNELTA is a non-profit and non-partisan Association.
  2. Uganda National English Language Teachers’ Association will be refered to as UNELTA in this constitution.

ARTICLE 2:   MISSION

  1.  To achieve a sustainable and ideal platform for English Language teaching and learning in Uganda.

ARTICLE 3:   AIMS AND OBJECTIVES

  1. To address challenges facing English Language teaching in Uganda.
  2. To promote academic exchange programs in Uganda with the international and national academic institutions and organizations
  3. To encourage the implementation of favorable government policies that could help better the English Language teaching and learning
  4. To improve the teaching and learning of English Language in Uganda
  5. To sensitize Ugandans about the benefits of English Language
  6. To develop interactions and understanding between English teachers, parents, local authorities and national policy makers
  7. To promote the teaching and learning of English through Educational Technology
  8. To elevate the status of English Language in Uganda by sensitizing, mobilizing and uniting educational stakeholders
  9. To create opportunities for learners and/or teachers of English Language in Uganda

10. To liaise with individuals, institutions and/or bodies with similar aims and objectives

11. To encourage and initiate research into the state and status of English Language teaching and learning in Uganda so as to come up with possible remedies to the current problems

12.  To provide information for members about opportunities and facilities both at home and abroad for professional development

13. To strengthen English language teachers’ sense of identity as members of respected profession

ARTICLE 4: DURATION

  1.  UNELTA will exist for an unspecified period of time

ARTICLE 5: HEAD OFFICE

  1. The head office shall be located in the central region in Kampala.
  2. UNELTA may open other regional offices upon the decision of General Assembly.

ARTICLE 6: THE SCOPE OF THE ASSOCIATION’S ACTIVITIES

  1. UNELTA will carry out her activities with in Uganda.

 

CHAPTER TWO: MEMBERSHIP

ARTICLE 7: CATEGORIES OF MEMBERS

  1. 1.   Founder members

Persons whose names appear or subscribed to the original and registered constitution of the association are the founder members

  1. 2.   Ordinary members

Persons who are regular participants in the activities of UNELTA and have met the requirements set by the association

  1. 3.   Honorary members

This membership status shall be accorded to any person who may not necessarily be a teacher of English language, but is interested and has greatly contributed towards the success of UNELTA and education in general upon confirmation or approval by the general assembly

  1. 4.   Associate/affiliate members

Organizations and bodies who subscribe to the objectives of UNELTA and meet the requirements to be associates or affiliates

ARTICLE 8: Membership of UNELTA

Except for the founder and honorary members, to become a UNELTA member one must have fulfilled the requirements bellow:

  1. Filling the application forms
  2. Paying the membership fee agreed upon by the general assembly

ARTICLE 9: Loss of membership

          UNELTA membership shall be terminated by:

  1. Failure to renew membership fee
  2. Failure to abide by UNELTA’s constitutional code of conduct
  3. Resignation: Any person who wants to resign shall tender his/her resignation letter through the membership officer to the authority responsible
  4. Conviction in a court of law and justice for matters detrimental UNELTA
  5. Absenting oneself three consecutive times without communication
  6. Death, dissolution, mental illness (apart from founder members)

 

CHAPTER THREE: PATRIMONY OF UNELTA

ARTICLE 10: THE ORIGIN

UNELTA’s patrimony shall include funds, property and/or any other variables it owns. Such property may be realized through:

  1. Annual membership subscription
  2. Moneys resulting from other fees and/or sales from UNELTA’s services and any other incidental means approved by UNELTA
  3. Donations
  4. Fundraisings
  5. Fines

ARTICLE 11: MANAGEMENT OF RESOURCES

        UNELTA shall use her patrimony properties and/or funds in the activities helping the association to achieve her objectives

ARTICLE 12: ACCOUNTABILITY

  1. All monitory funds must be banked onto UNELTA’s bank account
  2. All UNELTA’s assets shall be under the custody of the logistics and procurement
  3. Upon withdrawal of UNELTA’s monitory funds the budget has to be agreed upon by the finance committee and approved by the general assembly
  4. All UNELTA members shall have access to all financial and other information during the general assembly

 

CHAPTER FOUR: ORGANS OF UNELTA, THEIR COMPETENCIES AND FUNCTIONING

ARTICLE 13: ORGANS

The organs of UNELTA shall include:

  1. 1.   The general assembly 

Unless otherwise provided by this constitution of the UNELTA, all powers shall belong to the General assembly, which shall include;

a)   Shall have the power to modify the constitution and internal regulations

b)   Shall have the powers to appoint and dismiss dysfunctional members

c)    Shall have power to dissolve the association

d)   Shall approve the annual accounts of the association

e)   Shall be the final decision making body of the UNELTA

f)     may delegate any of its powers to any of the bodies

g)    shall have an annual meeting

h)   shall appoint the electoral commission

i)     Shall meet annually

  1. 2.   The quorum

a)   The General Assembly shall meet and make valuable decisions when at least three quarters of the effective members present.

b)   Decisions by the General assembly shall be reached upon by the majority vote and incase of equal votes the president has the casting vote.

  1. 3.   The executive committee 

a)   Shall comprise;

i) The president

ii) Vice president

iii) Treasurer

iv) Publicity and public relations officer

v) General Secretary

vi) Membership officer

b)   Shall ensure implementation, checking and coordinating of UNELTA’s strategic plans in areas of research, development, legal issues and investment

c)    Shall be the main implementing body of the association

d)   Shall be headed by the president of UNELTA

e)   Shall initiate, coordinate  and corporate with other related bodies to UNELTA

  1. 4.   Finance committee 

The treasurer shall be the leader of the finance committee

  1. Other organs shall be decided upon by the general assembly

ARTICLE 14: ELECTION OF MEMBERS OF EXECUTIVE COMMITTEE

The executive committee;

a)   Shall be elected by the General Assembly on the absolute majority vote

b)   Shall hold a term of two years only renewable once, however a member of the committee can be re-elected into another post a part from the president

 

CHAPTER FIVE: MODIFICATION OF THE CONSTITUTION TO THE DISSOLUTION OF UNELTA 

ARTICLE 15: MODIFICATION OF THE CONSTITUTION

The constitution may be modified or amended upon agreement of the General Assembly when need arises

ARTICLE 16: DISSOLUTION OF UNELTA

(1.)    The association may dissolve in a general assembly upon;

a)    the decision of at least ¾ (three quarters) of the members

b)   court order

c)    failure to meet its  aims and objectives for three consecutive active years

(2.) In dissolution,

a)   A notice to dissolve shall be given to members and any other bodies dealing with the association;

b)   Assets and liabilities of the association shall be established;

c)    After meeting all the liabilities and assets collected a motion of dissolution shall be made by a member and supported  according to article  16 (1) a  above

ARTICLE 17: FINAL MEASURES

  1. The modalities of implementing this present constitution and any lacking provisions shall be determined in the regulation of UNELTA adopted by the General Assembly
  2. The present constitution is approved and adopted by the members whose names appear on the appendix
